DRC Hit by Twin Crises: Armed Conflict and Ebola Outbreak Intertwine, Multiple Countries Launch Urgent Citizen Evacuations

The Democratic Republic of the Congo (DRC) is currently facing a historic humanitarian and security catastrophe. As anti-government armed conflicts intensify dramatically and a new Ebola virus outbreak spreads across borders with neighboring countries, the United Nations and the World Health Organization (WHO) have declared it a “Public Health Emergency of International Concern.” In response to the out-of-control dual crisis, governments including the United States and China have initiated emergency evacuation operations and issued the highest-level travel and security warnings for the country.

War and Deadly Virus Create Double Threat

Since the beginning of this year, the situation in eastern DRC has deteriorated sharply. Anti-government armed groups such as the M23 Movement, the terrorist organization Allied Democratic Forces (ADF), and various local militias have launched frequent attacks, displacing hundreds of thousands of civilians.

At the same time, a highly dangerous new Ebola outbreak has erupted along the border between the DRC and Uganda. WHO officials warn that due to the collapse of the healthcare system caused by the conflict, public health workers cannot access affected areas for treatment. Suspected cases have surged past 1,000 in a very short time, putting the epidemic at risk of full-scale loss of control.

Governments Launch Emergency Evacuations

Given the extremely perilous situation, embassies and consulates of various countries have taken decisive action:

  • United States: The Centers for Disease Control and Prevention (CDC) and the Department of State have activated the highest-level emergency response mechanism. The first group of 6 American citizens exposed to the virus risk in the epidemic zone have been urgently evacuated back to the U.S. and immediately transferred to designated medical facilities for strict isolation and observation.
  • China: The Chinese Embassy in the DRC has issued multiple high-risk emergency alerts, stating bluntly that the situation in some regions has reached a critical point. The embassy strongly urges Chinese citizens and Chinese-funded institutions in high-risk provinces such as North Kivu, South Kivu, and Ituri to immediately cease all commercial activities and relocate to safer areas or evacuate the country as soon as possible.

Highest-Level Security Bans

Security agencies of multiple countries have designated four eastern provinces of the DRC — North Kivu, South Kivu, Ituri, and Haut-Uele — as “Do Not Travel” zones. The international community also urges all foreign nationals to refrain from attempting to enter these dangerous areas on foot or by crossing borders from neighboring countries such as Rwanda, Uganda, and Burundi. Even in the relatively more stable capital Kinshasa, armed robberies and violent crimes have increased significantly; those remaining must maintain the highest level of vigilance.

Experts from international crisis organizations point out that if the conflict in the DRC cannot be halted immediately, the Ebola outbreak could spread further across Central Africa through refugee flows, potentially evolving into a global public health disaster.
